Методика комплексной оценки рисков ландшафтных пожаров по данным спутниковых наблюдений

Анотація: 
Предложен подход к оценке рисков ландшафтных пожаров, который позволяет в рамках единой методологии учитывать влияния различных компонентов, таких как традиционные факторы, вызывающие чрезвычайные ситуации в регионе, долгосрочные изменения климата и окружающей среды, изменения метеорологических показателей, региональные изменения экосистем и природопользования (отражающиеся, в частности на динамике природного горючего). Предложено в явной форме уравнения для оценки вариабельности метеорологических условий и анализ накопления и динамики свойств природного горючего. Проанализирована связь между переменными, входящих в базовые уравнения модели оценки рисков и средствами контроля и спутниковыми индикаторами, которые могут быть использованы при модельных расчетах, определен перечень наиболее подходящих индикаторов. Предложено учитывать вероятность ошибочной интерпретации дистанционных данных при анализе комплексных рисков ландшафтных пожаров. К единому подходу включено компоненты для описания влияния пожаров на риск загрязнений атмосферного воздуха и риск для здоровья населения. Результаты могут быть использованы для построения комплексной методики оценки разновременных (включая долгосрочные) региональных рисков ландшафтных пожаров.
