GPS and GLONASS are two independent global navigation satellite systems. Each of them provides, independently of one another, the determination of precise location and time moment for any point in the world. The time displacement between GPS and GLONASS is an important parameter in the combined processing of GPS / GLONASS measurements. A precise system of time difference evaluation can provide centimeter accuracy of the location. GPS and GLONASS satellites are widely used, particularly BIPM, to synchronize atomic clocks at various laboratories in the world. The synchronization accuracy is 2 and 6 ns for distances up to 1000 km and for ones more than 1000 km, respectively. We compare measurements of C0 (GPS time) and C1 (GLONASS time) for the interval from 2009 to 2012
