Propositions of the Russian Federation relative to study of the Moon and settling it as the foundation for strategy of space investigation of the Solar System until 2030-2040

Abstract: 
The basis for the strategy of space research of the solar system for the period until 2030-2040 should be a detailed study of the moon, based on automatic spacecraft and robotic systems, and the beginning of its development. Including manned expeditions and the deployment of infrastructure to create an inhabited lunar base. The development of the Moon, as the celestial body closest to us, should be regarded as the most important political and economic task for the near future, promising a huge economic effect. Based on current scientific problems, technical capabilities and financial constraints, there is simply no alternative to the Moon. Therefore, in its detailed study and development, it is necessary to concentrate the efforts of scientific and production organizations for the next approximately 20-30 years, and work on flights to Mars should be conducted at the level of research. This will allow not to spray resources, make a real leap in space technologies and in the foreseeable future get outstanding scientific and practical results.
      The strategy for studying and developing the Moon presupposes the organization of a single integrated program, which from the outset should include preparation for large-scale research and the phased deployment of technical facilities and infrastructure elements that ensure a permanent human presence on the Moon and the use Its natural resources, since the 2030s. Proceeding from this basic concept, the article considers four main stages of research and development of the Moon for the period 2016-2040.
