Abstract: 
We give the conception of the Russian device HEND installed aboard the American space mission "2001 Mars Odyssey" and some results of neutron spectroscopy of the Martian surface derived from the experiment. The measurements performed allow one to make an estimate of the water content of a 1-2 m thick near-surface layer of Mars. It is shown that, in the north and south of Mars, there are huge regions of permafrost with a very high (several tens of percent by weight) content of the water ice.
